Assessing Governments’ Emergency Responses to the COVID-19 Outbreak Using a Social Network Analysis (SNA)

One of the effective ways preventing spread COVID-19 outbreak is dependent on non-pharmaceutical interventions due to absence a vaccine against virus. This study aims assess organizational emergency responses using social network analysis (SNA) method via Gephi. The data were obtained from weekly Indonesian magazine, TEMPO, which reported government’s response early March April 2020. hundred and fifty actors represent nodes 180 connections denoted as edges are explored analyzed SNA tool. found that pandemic consisted less solid, non-traditional structural interactions, head task force played lesser role in this outbreak. content revealed team members’ issues concern included coordination, hoaxes fake issues, instruction/consultation, distancing, lack testing equipment. results expected contribute literature research pandemics. findings also development design policies contexts large-scale
